Local preference and small business programs in St. Johns County

Local preference

The local preference applies only to price-based informal quotes (Requests for Quotes), not to best-value small purchases or to formal bids. The county recommends award to a qualified local supplier whose lowest quote is no more than ten percent higher than the lowest quote from a non-local supplier.

A Local Business has had a brick and mortar place of business inside St. Johns County for at least twelve months before the bid was issued (a post office box does not count), has that address registered on Sunbiz as its principal place of business, has done substantially similar work for twelve months, and holds a current St. Johns County Local Business Tax Receipt. (St. Johns County Purchasing Policy, section 16.3) checked Oct 31, 2026

Small business program

When a contract is paid for in whole or in part by a federal agency or other grantor, the Purchasing Director takes affirmative steps to make sure small, women-owned and minority businesses are used as that grantor requires. For all contracts, the Purchasing Director works to give these businesses access to and notice of county bids and, when it is economically feasible, may split a job into smaller tasks or quantities so more of them can take part. (St. Johns County Purchasing Policy, section 16.2) checked Oct 31, 2026

When St. Johns County buyers must bid it out

Micro purchases of up to $10,000 do not need written quotes. Small purchases of $10,001 up to $250,000 need a written request for quotes sent to at least three competent suppliers and are run by the Purchasing Department.

Formal bids of more than $250,000 must be run by the Purchasing Department and publicly broadcast, as an Invitation for Bids, Request for Proposals, Request for Qualifications or Invitation to Negotiate. (St. Johns County Purchasing Policy, section 6.1, revised December 16, 2025) checked Oct 31, 2026

Where St. Johns County posts bid results

The results of a formal bid are announced in public at a published date and time, and the county then posts a Notice of Intent to Award. A bidder who wants to protest must file in writing with the Purchasing Department by 4:00 p.m. on the fifth business day after the notice is posted, not counting the day of posting, along with a protest bond or certified cashier's check.
