Local preference
On capital improvement projects of $7,000,000 or more awarded to a non-local business, that business must use local businesses for at least 40 percent of the project, based on the initial award amount; the Chief of Procurement may set a lower share of no less than 20 percent. A local business is a registered JSEB, or a business licensed to operate in Baker, Clay, Flagler, Nassau, St. Johns, Putnam or Duval County, registered with the state with its principal office in one of those counties, with a permanent physical address there for at least twelve months before it responds, and with at least three full-time employees or one principal officer at that office.
