Local preference and small business programs in Putnam County

Local preference

When it applies, the preference goes to the lowest qualified bidder who holds a current Florida business license and bids under that name, bids within 15 percent of the lowest qualified non-local bidder, and has kept a staffed place of business in Putnam County for the year before the bid, and who is a Florida corporation or a county-resident sole proprietor, partnership, joint venture or LLC manager. That local bidder may match the lowest qualified bid, and be treated as the low bidder, by giving the county written notice by 4:00 p.m. on the third business day after the bid opening.

It does not apply to professional services under the state consultants' act, to proposals where price is not the main factor, or to piggyback, cooperative and open market purchases. (Putnam County Code of Ordinances, section 2-100(b)) checked Oct 31, 2026

Small business program

Minority and women business enterprises, veteran-owned enterprises and small business enterprises are encouraged to take part in county purchasing, and the county uses its best efforts to encourage their participation and award contracts to eligible M/WBE and veteran-owned vendors for goods, services and construction. Everyone working for the county, subcontractors included, must take reasonable steps to give these firms the most chance to take part in county contracts. (Putnam County Code of Ordinances, section 2-100(c)) checked Oct 31, 2026

When Putnam County buyers must bid it out

Limits apply to the total order, not each line item, unless a funding source says otherwise. (Putnam County Code of Ordinances, section 2-99) checked Oct 31, 2026

Where Putnam County posts bid results

Procurement hands out a bid tabulation sheet listing every bid received at the bid opening, and right after the opening the tabulation is posted to the procurement section of the county's website.
