Purchasing office
Okeechobee County Procurement Department, 304 NW 2nd Street, Okeechobee, FL 34972, 863-763-6441 extension 2113. checked Oct 31, 2026
Okeechobee County government
Every Okeechobee County vendor must complete and submit a W-9 to the county to qualify for county purchases and be added to the county's Vendor list, and a vendor is added to that list once the county selects it to provide goods or services. A vendor whose main place of business is in another state must be registered with the Florida Division of Corporations and authorized to do business in Florida.
The county may not take a bid from or do business with anyone on the state's convicted vendor list, and a vendor must tell the county if it has been convicted of a public entity crime. (Okeechobee County Administrative Regulation 4.06, Procurement Policy, section 12.Q) checked Oct 31, 2026
Where to find and send Okeechobee County bids
Okeechobee County announces each Invitation to Bid, Request for Proposals, Invitation to Negotiate and Request for Qualifications as state law requires, for example in a newspaper of general circulation, on the county's website or through an approved electronic provider, and may also send it straight to vendors who have served the county well. The policy says all of the information and documents for these bids will be available on the county's website.
Each bid states how, when and where to submit it and when it will be opened; it must come in as a sealed package, and bids are opened right after the deadline. (Okeechobee County Administrative Regulation 4.06, Procurement Policy, section 12.D) checked Oct 31, 2026
Local preference and small business programs in Okeechobee County
Local preference
Okeechobee County gives a local vendor preference to businesses that, among other tests, have kept a staffed fixed office or distribution point with a street address in the county for at least a year before the bid (a post office box does not count), hold any county business tax receipts and licenses they need, and owe no code enforcement fines or liens. To claim it, a vendor returns the Certification and Election form from the bid documents with its bid.
On purchases under $100,000, when responsive and responsible vendors tie for the lowest bid and one is local, the award goes to the local vendor, with a preference of no more than 2% above the lowest bid; on purchases from $100,000.01 to $1,000,000, the lowest qualified local business within 2% of the lowest bid may match the lowest non-local bid. It does not apply to construction bids paid at least half from state-appropriated funds, single source or standard items, grant projects whose rules forbid it, professional services under the state consultants' act, highly specialized services, or road work paid with gas tax money. (Okeechobee County Administrative Regulation 4.06, Procurement Policy, section 11 and Definitions) checked Oct 31, 2026
Small business program
Okeechobee County's policy is to give all businesses a chance to take part in its purchasing and to bar discrimination by the county and its vendors. The county says it will take all necessary, reasonable and legal action to prevent discrimination in its purchasing process and to give all businesses, including local and small businesses, the most room to take part. (Okeechobee County Administrative Regulation 4.06, Procurement Policy, section 12.Q) checked Oct 31, 2026
When Okeechobee County buyers must bid it out
Okeechobee County purchases of $5,000 or less need no vendor quotes. Purchases over $5,000 up to $15,000 normally use informal quotations, by phone, in person or in writing, and purchases over $15,000 up to $75,000 normally use formal written quotations, each after a reasonable effort to get at least three quotes, with local vendors used as often as feasible.
Vendors have ten business days to answer a request for quotes. Purchases of more than $75,000 must go through a competitive process (an Invitation to Bid, Request for Proposals, Invitation to Negotiate or Request for Qualifications) unless the policy exempts them or the Board of County Commissioners waives formal sealed bids, and sealed bids may require a 5% bid security. (Okeechobee County Administrative Regulation 4.06, Procurement Policy, sections 12.A and 12.D) checked Oct 31, 2026
Where Okeechobee County posts bid results
A Notice of Determination or Intended Award naming the best or lowest bid is posted on the county's bulletin board or website and emailed to every vendor that responded, within three business days of the bid opening. A bidder who objects to the recommended award must protest in writing to the County Administrator within three business days, or 72 hours, after the award recommendation is posted, not counting weekends and county closings.
If the protest is denied, the bidder can ask within three business days for a hearing before the county's Special Magistrate, with a $1,500 protest bond paid by money order or certified, cashier's or bank check.
