Vendors on the list are sent notice of each competitive bid, with the same information as the written notice, by email, mail or another way the county chooses. (Jefferson County Purchasing Policy, sections 2-8(a) and 2-5(b)(2)) checked Oct 31, 2026

Small business program in Jefferson County

Small business program

Jefferson County's Minority, Women, and Small Business Enterprise Program applies to projects, services and commodities paid for by a federal or state grant or agreement that has W/MBE requirements. Instead of certifying firms itself, the county accepts W/MBE certification from the City of Tallahassee, Leon County, the State of Florida Office of Supplier Diversity and the Florida Department of Transportation DBE program, and may accept other Florida state, county or city programs case by case.

On those projects the county uses the state, Tallahassee, Leon County and FDOT directories to tell certified W/MBE firms about its bids, and each prime contractor that plans to use subcontractors must use the same directories to reach W/MBE subcontractors and document that outreach. (Jefferson County Purchasing Policy, section 2-14) checked Oct 31, 2026

When Jefferson County buyers must bid it out

Jefferson County buys competitively, with competitive sealed bids or proposals signed by the Chairman, when a purchase of commodities, equipment or services is over $20,000. Below that, petty cash covers up to $100, verbal quotes approved by the department director cover over $100 up to $2,500, and written quotes approved by the County Manager cover over $2,500 up to $20,000; the Board may waive the competitive requirements when it finds that in the county's best interest.

Each request for proposals or qualifications, invitation to bid and invitation to negotiate is advertised once in a newspaper of general circulation in the county at least 14 calendar days before responses are due and is also listed on the county website. Construction projected to cost more than $200,000 is advertised at least 21 calendar days before bids are due, and more than $500,000 at least 30 calendar days before, in both cases at least five calendar days before any pre-bid conference.

Requests for written quotes need no newspaper ad but are listed on the county website for at least seven days. (Jefferson County Purchasing Policy, sections 2-3 and 2-5(b)) checked Oct 31, 2026

Where Jefferson County posts bid results

Sealed responses must reach the county by the date and time in the instructions, and late ones are returned unopened. They are opened in public at the time and place in the notice with at least two witnesses, and a record of every response received is open for public inspection.

Once the winner is chosen, the procurement office emails a notice of intent to award to the selected vendor and every responsive vendor and posts it in the county administration building and on the county website, each within 24 hours. A vendor who wants to challenge the award files a written notice of intent to challenge with the procurement office within 72 hours of that posting, then a formal written challenge in the County Manager's Office within five working days; the final notice of award is also posted in the administration building and on the county website.
