Where to find and send Calhoun County bids

Calhoun County's procurement manual says each bid is advertised at least once in a newspaper of general circulation in the county, with at least five calendar days for vendors to respond, and is posted electronically on the county's website; road projects are advertised two consecutive weeks. Openings are always held in a Board of County Commissioners meeting, responses are opened in public and prices are read aloud where they apply.

A bidder told of an informality in its response has 24 hours from the opening to supply the information, or until Monday when the opening is on a Friday, or the response is deemed non-responsive. In a tie, the bidder with a drug-free workplace program is preferred; if none has one, the Board chairman or a designee draws lots before at least three witnesses. Local preference and small business programs in Calhoun County

Local preference

When the funding agency does not prohibit it, Calhoun County may apply a local preference to formal competitive bids; federal funding agencies all prohibit it. A local business has had a fixed office with a street address in Calhoun County, doing business daily, for at least 12 months before the county issues the bid, is the prime bidder and not a subcontractor, and holds any business license the county or a city in it requires.

On a bid, a local business whose principal place of business has been in the county for at least six months before the bid was advertised may match the lowest qualified non-local price if its bid is within five percent of it; other local businesses may match within three percent. On proposals and qualifications scored on evaluation criteria, the preference is five or three percent of the total score on the same terms. (Calhoun County Board of County Commissioners Procurement Manual, revised November 2, 2021) checked Oct 31, 2026

Small business program

In its rules for federally funded purchases, Calhoun County's procurement manual says the county encourages minority- and women-owned business enterprises to take part and, within the limits of the federal Constitution, will consider a firm's status as one, and that of its proposed subcontractors, in evaluation. The county's steps include putting qualified small, minority- and women-owned businesses on its bid lists, asking them to bid whenever they are potential sources, dividing work into smaller tasks or quantities when economically feasible, setting delivery schedules that encourage them to take part, and requiring prime contractors to take the same steps with their subcontracts. When Calhoun County buyers must bid it out

Calhoun County's purchasing categories are: orders up to $5,000 need no quotes, though best practices should be used to get a competitive price; orders over $5,000 and up to $10,000 need three telephone quotes from separate vendors; orders over $10,000 and up to $50,000 need three written quotes from separate vendors, and emailed quotes are acceptable; and orders over $50,000 go through the county's formal competitive procedures, such as an Invitation to Bid or a Request for Proposals. Department heads may approve budgeted purchases and sign contracts up to $50,000, and the Board of County Commissioners approves anything over $50,000.
